Terrorism a Collective Problem and its Challenges (Modern Diplomacy)

Terrorism has become a global problem that affects everyone regardless of race, religion, or nationality. The recent US report that warned.

The strengthening of terrorist activity in the northwest of Pakistan and the country as a whole is linked with reinforcing the Taliban’s power in Afghanistan. The United States has reiterated that the security relationship with Pakistan is ‘important’ and that many of the threats that Islamabad faces “could well in turn be threats to us” This has led to a situation where Pakistan has been forced to bear the brunt of the violence and instability in the region, even as it continues to make efforts to address the issue. This is how a political scientist, Ph.D., associate professor Georgi Asatryan commented on the latest developments around the situation in Afghanistan and the activity of the Taliban. Pakistan, as a victim of terrorism, has been making concerted efforts to address this issue, but faces significant challenges in the form of the resurgence of terrorist groups in the region. The Accra Initiative was established in 2012 to address this threat, with the aim of promoting collaboration between African member states and international efforts to combat violent extremism According to the Pak Center for Peace Research, terrorist attacks in Pakistan increased by 50% in the year after the Taliban took control of Kabul, resulting in the deaths of about 433 individuals (PIPS). At the same time, Pakistan has also been making efforts to address the underlying issues that contribute to the spread of terrorism, including poverty, inequality, and lack of education and opportunity. However, a recent US report has warned that despite the presence of thousands of US troops and billions of dollars in aid, terrorist groups were once again regrouping along the Pakistan-Afghanistan region. In recent years, there have been growing concerns about the resurgence of these groups in the region, which poses a significant threat not only to Pakistan but also to the wider international community. The recent US report that warned of the availability space for terrorist groups in the Afghanistan is a clear indication that terrorism is not just a local problem, but a global one. Pakistan has long been a victim of terrorism, with thousands of innocent lives lost and billions of dollars of economic damage inflicted upon the country.

As a former senior federal official in counterterrorism and law enforcement and a researcher focused on violent extremism and designing and evaluating programs ...

To do this, we argue that it is vital to address the issue head-on with an approach that focuses on violence instead of ideology, disengagement over deradicalization, greater attention to measures “left of boom,” and a refocus on investment in protective factors so that local prevention networks can carry out programs and policies geared broadly toward community resilience against targeted violence and terrorism. Given this difficulty, most measures in the targeted violence and terrorism prevention space have focused on “right of boom” activities, such as the number of attacks or even the number of referrals to tip lines. To achieve the best results, the research and investment in root-cause analysis must be free of politics or political intervention. Disengagement can manifest itself in a number of ways: disenchantment with the leadership of the extremist organization, lack of confidence that the organization can affect the change the organization supposedly wants to bring about, or disgust with the violence being committed in the name of the cause. Research has shown this to be problematic both in the vast number of potential indicator factors identified as well as the fact that they often do not correlate accurately to violence. Unfortunately, these types of measures are uninformative for evaluating the impact of targeted violence and terrorism prevention programs. These individuals know the ins and outs of violent extremism and can serve as an early warning system alert to the signs of potential violence. In the past many targeted violence and terrorism prevention programs have focused on deradicalizing those who have espoused extremist beliefs. As governments and practitioners continue to develop their capabilities and their programs, their focus should be on efforts to decrease and prevent an individual’s or group’s propensity to escalate to violence.
