Government set to end evictions ban at end of month (RTE.ie)

Tonight, Minister for Housing Darragh O'Brien discussed the winter eviction moratorium with the three Government party leaders. "It was agreed that Mr O'Brien ...

But we do need the radical surgery of policy change going forward." "[If] we lift the moratorium now ... "We know from working with renters that many of them have nowhere to go if their tenancy ends. Mr Doherty said the same reasons existed today as when the ban was introduced. They won't find rental accommodation and there is no emergency accommodation." I've been a strong advocate for this ban to be extended and I'm very disappointed that it's not. Speaking on the same programme, the Executive Director of the Simon Community said the ban was brought in as a "crisis response to a crisis" and the circumstances that necessitated it have not changed. "We're in the middle of a cost of living crisis, we're in the middle of a housing crisis, this is an emergency." There is no accommodation for them. Speaking on RTÉ's Upfront with Katie Hannon: "Well on their own head (Government) be it. "Somehow in the wisdom of Fine Gael, Fianna Fáil and the Greens, they think that by lifting this ban, that somehow everything will be ok. Taoiseach Leo Varadkar has said it will be a matter for the Cabinet to weigh up the pros and cons of the current ban on evictions and to make a decision tomorrow morning on what the next steps should be

Mr O’Brien said the Government was anxious to stem the flight of landlords from the rental market. Sinn Féin housing spokesman Eoin Ó Broin predicted there would be “a significant increase in homelessness” if the ban were to expire and called for it to be extended until the end of the year. [ Speaking before the meeting, Mr Varadkar said the Cabinet would “have to weigh up the pros and cons”, that the future of the ban was “not a black and white decision”, and it involved balancing “a number of different rights”.

We have to raise over 40pc of our annual budget through fundraising and events such as this so we can always be there when people need us.” The 83-year-old activist said: “The Government must stop lurching from one short-term crisis response to the next. “We need decisive action to keep small-scale landlords in the market and people in their rented homes, and we also need action to ensure that families who are homeless get a fairer share of the social housing that is becoming available.”

Evictions ban to be extended - and tax breaks for landlords as a ... (Irish Mirror)

The three Government leaders, Taoiseach Leo Varadkar, Tánaiste Micheál Martin and Greens chief, Eamon Ryan, met on Monday night to thrash out the finer detail.

He told TG4 that the Government is looking for a way to “extend the eviction ban in certain circumstances.” It has emerged that the deal set to be approved by Cabinet should see special cases allowed avail of the protections of an evictions ban for a few more months. Meanwhile, in a classic case of give and take, the landlords who may feel their rights impinged by a ban extension look set to receive significant tax breaks in return. The meeting was also attended by Housing Minister, Darragh O’Brien, who it is understood argued for a further extension of the ban. The evictions ban will end on March 31st, with a phased out deadline to the end of June. After a tense meeting of the three Government leaders last night, Taoiseach Leo Varadkar, Tánaiste Micheál Martin and Greens chief, Eamon Ryan, it was agreed that the protections for tenants will lapse.

Ó Broin: I don't think the eviction ban is a good thing (Newstalk)

Coalition party leaders are meeting, ahead of a Cabinet decision on Tuesday, on whether or not to extend the ban.

"Government is going to have to introduce an extension to what is a temporary ban on evictions". "I don't think a ban on evictions is a good idea, I don't think it's a good thing. "What I'm saying is not that there shouldn't be a continuation of the eviction ban... "In four weeks' time, the current ban on evictions ends," he said. "In fact I tabled amendments to the current ban on evictions to create separate carveouts for property owners, who themselves are at-risk of homelessness, to allow them get their properties back. "I agree with Barry on one thing: you cannot have a permanent ban on evictions, of course you can't," Deputy Ó Broin said.

Existing protections under the current ban will ensure some people cannot be evicted up until June.

"The phased basis out to June is already provided for in the legislation. "I think anyone who’s been following this debate understands that it’s not a black-and-white decision. There are pros and cons.

In fact, they did nothing extra to deliver more social and affordable homes over the period of this ban and that is why we’re in an even worse situation than before. We are ramping up the supply of housing – supply is key here, everyone across all sectors in society acknowledges that. “30,000 people come home from abroad every year – some of them own houses and apartments and are not able to move back into them. “We all acknowledge the difficulties and constraints that are there, within the housing sector, but we are taking action. This is a completely heartless decision and I know my constituency isn’t unique, but I can't tell you the impact this is going to have in Dublin Central. But it doesn't suit the Green Party and I think we need to be clear,” she said. The eviction ban was like a sticking plaster in an emergency situation so that we could take action in the meantime and do the radical surgery, but the housing minister and the three leaders of the Coalition haven't done that surgery. “We understand a moratorium can't last forever and moratoria aren't an ideal solution in a properly functioning housing market. It was agreed that he would bring a detailed memo to Cabinet where there will be further discussions with Government colleagues.” This is about priorities and I really hope that you know everybody in that room thinks about that.” “Nobody is suggesting that this eviction ban is a permanent ban. “I can guarantee you that next month I will be sitting in constituency clinics and there will be mammies coming into me saying ‘I am being evicted through no fault of my own.

"I think it's a very superficial analysis to say the numbers for the ban didn't work. "I thought all the mood music was suggesting a continuation. "And children and homelessness has to be a serious consideration from that point of view to be eradicated if we're going to make this the best country in Europe to live as a child." We have provided for additional emergency accommodation as well." The ban on evictions will not be extended beyond the end of this month due to concerns that an extension would damage the supply of rental properties in the long term, the Minister for Housing has said.

Ending eviction ban 'completely wrong', says Green Party's Neasa ... (The Irish Times)

Hourigan sharply critical of party leader Eamon Ryan for agreeing to eviction decision.

He said he wanted to see the full Cabinet decision when it emerged, but that the ban had not had the same effect as during Covid in terms of preventing homelessness. I am not sure whether there is scope still to maximise the number of grounds where eviction can be banned, but that’ll be the case I’ll be making as we go forward”. Mr O’Brien was speaking at an event to mark the expansion of the Empowering Communities Programme to the Cherry Orchard area. He rejected Ms Hourigan’s suggestion that Green Party values were not represented when the decision on the eviction ban was made by the Coalition leaders. He argued that the Government’s room for manoeuvre on the issue had been limited by legal advice on extending the ban in its current form. But she said the Minister for Housing and the three leaders of the Coalition “haven’t done the surgery. Senator Pauline O’Reilly said she would have waited until she had all the facts, “and it was clear Neasa didn’t have all the facts”. Senator Mary Fitzpatrick, chair of the Fianna Fáil parliamentary party housing policy committee, said she had requested a “detailed briefing… We need a similar ‘tenant in-situ’ measure for tenants who don’t qualify for social housing – so a form of ‘affordable tenant-in situ’ and a regulation of short-term lets in Dublin.” I know my constituency is not unique, but I can tell you the impact this is going to have. And I think let’s keep the topic on the people in my area. about the eviction ban”.

This is serious harm that is being inflicted on them by the State -- because of your government's failure to address the housing disaster.” Just a decision to end the ban that was “heartless, cruel and shameful.” “It will open the floodgates to a tsunami of homelessness,” she said, with a catastrophic impact, particularly for children. That they are twice as likely to be hospitalised,” she said. “It wasn’t because the AG told us that we could or could not make the decision.” “In many local authorities, emergency accommodation is already full to capacity,” he said. We are facing a rise in rough sleeping and the prospect of families with children being referred to Garda stations for a safe place to sleep.” Leo Varadkar replied that the AG’s advice was it would be “extremely difficult” to justify a permanent extension of the eviction ban. And there would be 1,000 new housing units leased for the homeless, he promised. “Better yet - let’s continue the eviction ban and test it in court. That’s what they are there for after all,” said the successful litigant. “This stock is lost to the rental market.
