He said: “On her declaration lodged in 2021, she claimed it was a personal donation to her. “It is not required to be disclosed however, as stated, I want to be fully transparent to the House. Mr Stone bought “Superdraw” tickets from Mr Donohoe in 2021 and 2022 worth €1,716. Was the donation to Deputy McDonald, which she took and spent, or was it to her party?” Mr Donohoe confirmed that Mr Stone, who runs the Design Group, paid six individuals to put up and take down posters during the 2016 General Election. Mr Donohoe filed an amended expenses return for €1,057 with SIPO.

Donohoe said that at the time he was under the impression that the work was done on a voluntary basis when in fact Stone paid for the posters to be erected and used one of his company's vans to transport the posters. Donohoe apologised to Stone in the Dáil, saying that he is a "man of the very highest standards and has spent much of his life giving back to the community from which he came". The total value of the undeclared expenses was €140 for the use of the van and €917 for the labour.

“I have done my best to answer in the submission that has now been made to SIPO,” he said. He has done so much for the North East Inner City and I'm so sorry that he has become involved in this matter of public interest.” The debate concluded at 5.50pm, with Sinn Féin protesting loudly that no questions had been answered. He told the Dail: "The minister has been caught. Mr Nash added: "Let's stop the pretence that this was not a corporate donation. "And now you've concocted a story that doesn't stack up. “I am reiterating my apology. A whole set of detailed questions have been asked, the answers to which I have submitted to SIPO.” This related to the hours involved, the costs, and the individuals involved,” he said. He was not aware at that time that these people had been paid. He has spent much of his life giving back. “For that reason no cost was attributed… “In retrospect, at that point, I should have amended my election expenses to the value of €140 to take account of the commercial value of a vehicle for the hours used.

She has asked how can Minister Donohoe be sure this was a donation to the party and not to the candidate? He said when he became aware of the use of commercial van he should have "reviewed" his submission to SIPO. The opposition still has more questions but none have called for a no confidence vote in the Minister. If it was a donation to a candidate, as it was valued over the €1,000 threshold, that would be a problem because it would breach the spending limit. The procedure is that it will consider the complaint. Sources estimate the commercial cost of posters for a campaign can cost over €4,000. Mr Stone is a supporter of the Minister. He was also appointed chairman of the Dublin North Inner City Implementation Board by the Government in 2017. According to Fine Gael, its constituency organisation in Dublin Central received a donation worth €1,057 in services for the campaign. In the event Minister Donohoe took the last seat. It meant that the donation should have been declared as an election expense during General Election 2016.

He has done so much for the north-east inner city, and I, Ceann Comhairle, am so sorry that he has become involved in this matter of public interest.” He has spent much of his life giving back to the community from which he came and I am obviously also so proud to represent. “However, in 2020 and 2021, Mr Stone made a donation to Fine Gael by the purchase of superdraw tickets which (were) sold by me. Mr (Michael) Stone has made no donations to me personally.

He confirmed he would hand that responsibility to the new finance chief, Michael McGrath of Fianna Fáil, while the “If that’s right, I can only imagine there will be a stampede of TDs [lawmakers] to the Designer Group [Stone's company] requesting that they put up their posters come the next election,” she said. Donohoe’s poster team used a van bearing the corporate logo of Stone’s company. “You cannot rely on mates’ rates, minister, for the purposes of your returns.” Last week a junior Fine Gael minister, Damien English, resigned from his post after admitting he had concealed ownership of a property on planning applications and government conflict-of-interest forms. Opposition leaders accused Donohoe of willfully violating both and seeking for years to conceal it.
