The Public Expenditure Minister confirmed he "will engage with SIPO" over the complaint, which relates to the 2016 General Election.

Further information on complaints and investigations are available on the website, SIPO said. SIPO has said that it does not comment on queries about individual cases. Mr Donohoe in his statement said he always held himself to the highest standards in the conduct of his work and is now conducting a full review of his records at the time which is the subject of the complaint which relates to the 2016 General Election.

Mr Donohoe said that he "deeply regrets" that the matter was not dealt with correctly in 2016 and said that he always holds himself to the highest of standards. He said that with regard to the use of vehicles, some were personal vehicles, however he since discovered that a company van was used.

The Public Expenditure Minister has also recused himself from all matters relating to Sipo and ethics legislation while he is under investigation.

“He stated that he became aware of this issue in November when he the media queried the matter. He said: “I always hold myself to the very highest of professional standards and I profoundly regret that this matter was not dealt with correctly in 2016. “Not only should I have asked did my campaign pay these people and the answer to that question is no, I should have asked were they paid. He said he has made an updated submission to Sipo this weekend to take account of this information. Neither myself nor the campaign team paid the people involved, nor was I at that time aware they had been paid.” It was provided across four nights during the campaign period, before and after polling day.

Mr Donohoe became aware of this in 2017 and, on Sunday evening, said he should have amended his election expenses then, saying it was a “clear oversight on my part, which I acknowledge and apologise for”. He had previously believed the work was done on a voluntary basis.
