Mr Reid said that "it would be a mistake" for the Minister to use his powers under Section 10 of the Health Act to direct the Health Service Executive to call a halt to its plans.

The decision of the HSE to replace the emergency department at Our Lady’s Hospital in Navan for safety reasons – a move paused by Health Minister Mr Donnelly until further review – was not a factor in his decision, sources say. He said Mr Reid had been available around the clock and he had a good relationship with him. The controversy over Navan hospital and the disagreement with the Health Minister and local politicians over the closure of its emergency department is not behind his early exit. The departure of the HSE chief, who was on a package of more than €420,000 year and was not due to leave until 2024, is set to lead to another expensive search for a successor. Mr Reid is stepping down early from his €420,000-a-year job to spend more time with his young granddaughter as the relentless toll of managing the health service during Covid-19 and the cyber attack has taken its toll.
