The nearest Luas stop is in Dundrum, and Marlay Park is about a 30 minute walk. Marathon Coaches are also running a shuttle bus from Dundrum Luas to the festival site. If you're travelling from the city centre, there is also a direct shuttle bus operating from Custom House Quay - you can buy tickets here (please note that Green Day is sold out at time of writing.)
