French voters have all the information and evidence required to comprehend the evil that Russian President Vladimir Putin represents.

In the rest of Europe, our commitment to the values that should underpin open democracies is on the line. The former policeman John Lee, tapped by the authorities in Beijing to be Hong Kong’s next chief executive, plainly believes that any questioning of government policies is tantamount to sedition. They do not have the excuse of Russians or Chinese, who are denied a free media environment. In China, for example, the authorities describe the repression of Muslim Uyghurs in Xinjiang as simply limited anti-terrorism measures and peaceful re-education. By contrast, autocracies depend on their ability to exert maximum control over most aspects – political, economic, social, and cultural – of a country’s life. One must hope French voters do so on April 24 by ensuring that the incumbent Emmanuel Macron defeats Marine Le Pen, his right-wing nationalist challenger, in the second round of the country’s presidential election.

Marine Le Pen is promising to repeal unpopular changes to research institutions. But the wider impact of her presidency would be catastrophic.

Researchers should consider that any short-term gains in terms of funding would be completely outweighed by the disaster of a Le Pen win. Universities and research funders must also confront the possibility that a Le Pen government would seek to restrict academic freedom. Le Pen has said she will roll back these changes, and will use some of the money saved from the tax breaks to boost public spending on science. The reforms meant that universities would be able to amend researchers’ contracts and many scientists did not welcome these changes, partly because of the risk that they could make employment more precarious, or change job terms and conditions. Both presidents sought to align France’s universities, research and funding systems more closely with those of the United States and the United Kingdom by giving universities more autonomy; improving links between academics and businesses; and increasing financial support for research-intensive corporations. Last time this happened, in 2017, Macron won comfortably, by a margin of 66% to Le Pen’s 34%. But this time, opinion polls are predicting a much tighter race.

Le Pen has stopped short of arguing for full withdrawal from NATO, saying she would keep France as part of the alliance and adhere to Article 5, which compels member nations to defend others that come under attack. Her proposals — including reinstituting border controls, offering preference to French nationals for certain benefits, placing French law above European law and slashing financial contributions to Brussels — fly in the face of the bloc’s principles and rules, and they could corrode the E.U. from within. “I don’t think the E.U. could survive that.” She could also give momentum to far-right forces in Italy and Spain, which have begun to gain steam after periods of stagnation.

Le Pen, who blamed her 2017 fiasco on fatigue, has cleared her schedule this week to prepare for the make-or-break debate.
