Mr Donnelly argued yesterday that secondment in the public service was commonplace and that Dr Holohan’s case was no different. It is what the Asian countries did after Sars. And from this we are going to be as prepared as possible for another pandemic.” “We are very lucky to have him leading this research. “The Minister was made aware that this was a secondment [on Tuesday]. Mr Donnelly was advised of Dr Holohan’s departure some weeks ago, but not the finer HR details,” he said. Dr Holohan’s move has been described by Trinity as an “open-ended secondment”. The university said the post was “created with Dr Holohan in mind” but neither it nor the department has confirmed where the idea first originated. Dr Holohan was announced as the professor of public health strategy and leadership at Trinity on March 25th and Mr Donnelly was quoted in a press release wishing the chief medical officer “all the best in this new and exciting chapter in his career”.

Stephen Donnelly was not informed that Dr Tony Holohan was to take up a secondment funded by his department until two days ago.

It would normally be the case that the host body that was receiving the services of a person who was seconded would pay the salary.’ Mr Watt told the Oireachtas Health Committee on Thursday that Dr Holohan’s secondment is under a ‘contract of indefinite duration’ – meaning the State will continue to pay his salary indefinitely. Speaking on RTÉ’s Morning Ireland, Mr Donnelly said that ‘it’s all public money’, without explaining whether he felt Dr Holohan’s Trinity salary was justified. When asked whose decision it was to allow Dr Holohan to take up a secondment, those Government sources said that the decision was made ‘by the department’, which is interpreted as meaning civil servants. And we heard they have moved their CMO to Oxford. And he’s going to do a whole serious piece of work now on future pandemic preparedness for the UK, we’d be thinking: “That’s a smart move. You know, there would have been a conversation within the Department.’

The Department of Health has refused to answer questions about who signed off on Dr Tony Holohan's secondment to a newly created role in Trinity College ...

It said it did not “sign off” on the secondment of Dr Holohan, adding that “it is a matter between the body and the parent organisation – in this case the Department of Health”. The Department of Public Expenditure said yesterday that as a general practice for secondments in the civil service, the salary of the official is paid by the “host department for the duration”. Sinn Féin health spokesperson David Cullinane said while he believed the appointment of Dr Holohan will be of benefit, the term “secondment” did not equate to a term of “indefinite duration”. The Department of Health press office did not respond when asked who signed off on the decision to pay Dr Holohan’s salary during his tenure in Trinity and also if representations were made on his behalf to the university. He said while nobody questions the merits of the appointment of Dr Holohan to the academic post, questions need to be answered. Facing questions yesterday at an Oireachtas Health Committee meeting, department secretary-general Robert Watt revealed Dr Holohan’s new role would be of “indefinite duration”, but did not provide an answer on who signed off on the CMO’s move.

Mr Donnelly was quoted in a press release wishing the chief medical officer “all the best in this new and exciting chapter in his career”. However, he was not aware then that Dr Holohan would remain an employee of the department. Dr Tony Holohan has said it is not his intention to return to the role of chief medical officer at any time in the future as he prepares to take up a secondment to Trinity College Dublin.

Outgoing chief medical officer will remain a civil servant and his salary will be paid by the Department of Health when he takes up his new role.

Mr Donnelly said was is true the department would be paying the salary equivalent of two CMOs but said it was not the case that the country would have two people in the position. He said criticism the announcement of Dr Holohan's move did not contain mention of it being a secondment is "fair enough". Dr Tony Holohan's move to Trinity College has been the focus of questions since it was revealed he will keep his €187,000-a-year salary paid for by the Department of Health.

All that happening is that he is staying on the same terms and conditions but instead of that we are moving to a really positive position to have a new CMO come in, and we have a guy uniquely qualified to lead research in to future pandemic responsiveness. " So there is very close linkage between healthcare and academia in Ireland and all around the world." "We have consultants that the HSE fund in universities all the time. Minister for Health Stephen Donnelly has defended the decision by the Department of Health to pay the salary of outgoing Chief Medical Officer Dr Tony ...

“There is one Chief Medical Officer and there will be one Chief Medical Officer. What we have is the current CMO and I think most of us would agree he has done an outstanding job, and he is stepping down as CMO and the department will be funding some of the most important health research that I think will be done in the coming years. The move raised eyebrows this week when it was revealed the Department of Health would fund the move under the same pay and conditions as his existing contract, however Donnelly said it was important to note that the salary would be coming from "public money", whether it is paid by the Department of Health or by Trinity College. The Department of Health has said that the role of Chief Medical Officer will be filled in the usual way for posts at this level, and there will be an open competition over the coming weeks to select a successor.

Mystery engulfs Tony Holohan's €187000 job at Trinity (Extra.ie)

Dr Tony Holohan will take up the new role at Trinity College Dublin under the same terms and conditions of his CMO contract.

Fianna Fáil TD and PAC member Paul McAuliffe said that while secondment is common in the public service, there are ‘reasonable questions’ to be answered over whether there is ‘value for money’ in the role. In the Dáil, Mr Martin faced off against Rural Independents TD Mattie McGrath, who described the secondment as ‘double jobbing’ and a ‘scandalous waste of money’. ‘I am not familiar with the arrangements between the Department of Health and TCD and was not involved, one way or another, in the decision by the Department of Health to create this post on public health and pandemic preparedness and second the CMO to it,’ Mr Martin said. When asked if it was appropriate to pay the salaries of two CMOs, Mr Cullinane said that if Dr Holohan is not returning and a new CMO is appointed on a permanent basis, ‘there is no justification’. Sinn Féin’s health spokesperson David Cullinane, who is a member of the committee, told the Mail: ‘If [Dr Holohan] is on secondment, it suggests that he’ll be coming back to the role and that the role will be advertised on a temporary basis. The Department of Health on Tuesday night repeatedly refused to clarify who signed off on the outgoing Chief Medical Officer’s controversial secondment, which will see Dr Holohan take up the role of Professor of Public Health Strategy and Leadership under the same terms and conditions of his CMO contract, with his wages to be paid by the taxpayer.

The Department of Health declined to say if any representations had been made to Trinity by Dr Holohan or others. A department spokeswoman confirmed Dr Holohan’s secondment is “open-ended” and said it is “a regular feature across civil and public service to encourage sharing of knowledge and skills in the public interest”. There’s a very, very close collaboration between healthcare and academia for all the obvious reasons. The Department of Public Expenditure and Reform disclosed the new policy on secondment yesterday after it was confirmed Dr Holohan will keep his salary when he becomes professor of public health strategy and leadership in Trinity from the next academic year. “But remember Dr Holohan could, if he wanted, stay in his role of Chief Medical Officer, stay within the Department of Health for many years to come and obviously the department would pay. “There are plenty of people in the Department of Health who have been seconded in from parts of the public sector and indeed there are Department of Health officials who are currently working in other parts of the public sector. Sinn Féin TD David Cullinane said he believed the appointment of Dr Holohan to the new role of Prof of Public Health Strategy and Leadership in Trinity would be beneficial. He was quizzed at the Oireachtas Health Committee about the controversy over the Department of Health’s decision to continue to pay Dr Holohan’s salary of over €187,000 salary although he will be working as a professor in Trinity College.

Dr Tony Holohan has 'questions to answer' over 'unusual' job switch (Irish Mirror)

New move to Trinity Professor role will still see his salary paid by the taxpayer through the Department of Health.

He said: “There are characteristics of this that are unusual and it could have been handled better in the sense that, when confirmation was provided that Dr Holohan was leaving the Department of Health, I think the assumption was that it was a permanent move. A new CMO will also be hired in the near future and the Department of Health will pick up the tab here too. The new post in Trinity will continue to be paid by the taxpayer as the Department of Health will be footing the salary bill under a ‘secondment’ arrangement.
